When you create a calendar invite on google, you can make it editable by guests so that any one can change time or description or anything about the invitation.

This is beneficially when you don't know when is the best spot for the meeting and let others edit the time of the meeting.

Also can avoid needing to decline and create a new one. It will save some time to copying all the information.

When you create an invite on google calendar, click on "more options" button at the bottom.

and see the right section where the guest selector is.

Below of it, you can see the option saying

Guest permissions > and check box "Modify event"

Now your guest can edit the time and description of the invite.

However, they might not understand what you mean even when you explain them.
